Is the win95 Direct 3d version of mercs one that comes with the dynamic salvage? Will it run ok via MechVM? Or should I try the titanium version?
Also I have the Mercs disc with both DOS and win95 versions on it, however when I try to run the win95, it will not launch any mission and instead automatically fails. Is there some solution to this so I can use the win95 and have dynamic salvage?

You want to look at this page viewtopic.php?f=9&t=281
and see if your CD matches up with any of the CD images.
I think you will still need to apply the v1.1 windows patch for your Direct3D version of mw2 mercs.
