I don't know of any patch/cheat to increase salvage chances, though hex editing might yield some results. Another thing you can try is to aim for the legs and head of a Mech, because the game counts it as salvageable only if it was still 'intact' and disabled at the mission's end. The only problem is that this only works on specific, designated Mechs in missions. (Random missions never have salvage)

Yes, you do have to shoot both legs off a Mech, even though they appear to have been completely destroyed. Only a few, specific Mechs in campaign missions are considered "salvageable", where, if the salvage conditions are met for that Mech in-mission, it will be salvageable. For example, in the third and last mission of the 'DC Counter-Insurgency' campaign, the JR7-D Jenner found in the mission will be salvageable if the head or both legs is/are destroyed. Also, you will always salvage three SRM-6's from the three rebel tanks in that mission.

I hope this helps. :)
