I would doubt if it's freeware, it was released for Sega Genesis (yeah, there's a ROM of it, not telling where).
And then again, there was MechWarrior 3050 for the SNES, which was a port with a few enhancements.
What the SNES version had:
+ Better music
+ Life was a bit easier due to manual torso twist
+ More cheat codes
What the Genesis version had:
+ Better weapon sound effects
Even if that was irrelevant, I think that shed a little light.

i hated the PPCs inthe game
you had to Charge it up for it to do more damage
or if you charged it too much, it would destroy the weapon
